Medicaid Substance Use Disorder Delivery System Transformation: Considerations for States

August 2015 – States have a tremendous opportunity to improve access to care for individuals with substance use disorders, particularly in light of the coverage and benefit expansions under the Affordable Care Act (ACA). Mental health and substance use disorder services are notably included as one of ten essential health benefits that must be covered under Medicaid alternative benefit plans and Health Insurance Marketplace qualified health plans. The ACA also requires that mental health and substance use disorder benchmark coverage be provided with parity to covered medical and surgical services, compliant with the Mental Health Parity and Addiction Equity Act.
